Johnny Torrio, a criminal from Chicago who is in New York, is drawn to young Al Capone. Torrio asks Capone to move to Illinois so that they can work together to sell alcohol during Prohibition. Capone works his way up in Torrio's gang and takes over in the end. On top of that, he tries to keep his power by getting rid of his enemies, making sure he wins elections, and getting rich. In his free time, Capone goes out on dates with the honest Iris Crawford.
