Primarily based on the true story of a Russian serial killer that, over several years, claimed victim to 50 people. His victims had been mostly under age of 17. In that which was afterward a communists state, bureaucracy, incompetence and individuals hampered the police investigations in power. The story is told from the perspective of the detective in charge of the situation.
