Place in Kansas City at 1933, Eastwood plays a police lieutenant known only by his last name. Reynolds plays a former cop turned private eye called Mike Murphy. Both Murphy and Speer served on the force and were good friends, however, are bitter enemies. When Murphy's partner is slain they team up again to fight with the mob.
