A team of skydiving crooks headed by DEA-agent-turned-bad Ty Moncrief (Busey) concentrate on landing police roofs and dividing in so their wicked computer nerd can steal undercover agents' records and market them into drug lords. Federal Marshal Pete Nessip (Snipes) lost a brother to this crew and learns skydiving with the support of both tough-but-lovable instructor Jessie Crossmann (Butler) so they can track them down.
