While diving for underwater treasure finds a gorgeous blonde's body, her feet stuck in a block of cement. Soon after, tough guy Waldo Gronski hires him to find a lost woman named Sandra Lomax, and Rome wonders when there exists an association. He sets about trying to track down the lady, and in no time finds himself mixed up with a racketeer and a party girl.
