Roy Parmenter is an FBI agent in North Park. Two decades past a Soviet spy, nick-named Scuba killed his partner at large. Scuba is hoping to extort the Soviets. To establish he's serious, he's killing their agents one at a time, for example"sleepers," agents under heavy cover anticipating orders. Roy interviews an applicant to the Air Force Academy, a high school lad, Jeff Grant. In a regular background check, Roy finds that Jeff's parents are sleepers. He confront the parents yet protect them, must watch if Jeff is also a spy , and catch his nemesis. Meanwhile, the loner Karpov, their has been delivered by the Soviets , to engine at Scuba.
