A ballerina has been slayed on stage during a performance, and she didn't even fight. Detective Joe Garvey is called in. Garvey discovers Tinsel, her 14-year-old precocious sister. He arranges for her to be moved to an orphanage, but she's attacked there as well. He takes her under his wing, and soon they are both noticed by a mysterious group.
