A Japanese police unit who use giant anthropomorphic robots (called Labors) is swept in a political struggle between the civilian authorities and the military when a terrorist act has been blamed an Air Force jet. When following the military has been impelled to inflict law, with the help of a government representative, the team becomes near to some leader to avoid things from going out of control.
