At the coastal town of Los Angeles, a bunch of bank robbers call themselves The Ex-Presidents perpetrate their crimes while wearing masks of Carter, Reagan, Nixon and Johnson. The F.B.I. believes that the members of the gang would possibly be surfers and send young broker Johnny Utah undercover at the beach to blend together with the surfers and gather information.
