Someone is assassinating some of Los Angeles' most ruthless criminals, and the cops are helpless to stop them. Roger, the commissioner's top lieutenant, becomes increasingly suspicious that the mysterious Executioner may be an old acquaintance from Vietnam, and enlists the assistance of the commissioner's top lieutenant, Roger, to solve the case.
