Harry Berg is a con artist as well as an actual artist (he creates large sculptures out of television sets), but he is not particularly successful in either role. He owes money, which leads him to Rachel Dobs, a police detective who works for a collection agency. When Harry obtains a strange package, both the con man and the detective become entangled in a sinister corporate plot to fix the lottery.
