A youthful field secretary for its TVA comes to rural Tennessee to oversee the building of a dam on the Tennessee River. He encounters opposition from the local folks, in particular a farmer who objects to his employment (with cover ) of local black laborers. Much of the plot revolves around an older woman's eviction from the home in an island at the River, and the relationship with this woman's widowed granddaughter of the young man.
